The Greek government is currently contemplating measures aimed at improving the management of cruise ports, especially in light of recent images showcasing overcrowding at popular tourist hotspots like Santorini. This discussion was highlighted during a governmental meeting that included key officials such as the Minister of Tourism Olga Kefalogiannis, the Minister of Shipping Christos Stylianidis, State Minister Akis Skertsos, and the CEO of TAIPED Dimitris Politis. They acknowledged the positive trends in tourist traffic for the current season while emphasizing the urgent need for sustainable solutions to address the pressure caused by high concentrations of visitors in certain favored destinations, benefiting both local communities and the broader tourism industry.
Addressing Overcrowding in Tourist Areas
The ministers agreed that the cruise sector, which has seen a continuous rise in activity over the past few years, requires a thorough examination of current port fee policies—currently at very low levels—as well as alternative management models for ports and digital fleet management tools. These strategies aim to facilitate a more efficient and rational response to the increasing demand, ultimately supporting local populations.
Recent days have seen a surge in social media posts depicting chaotic traffic conditions in Santorini, particularly during peak times when thousands disembark from cruise ships. The situation is described as overwhelmingly congested for both tourists and residents. Additionally, Santorini’s infrastructure struggles to accommodate the daily influx of visitors effectively.

Last year, Santorini welcomed approximately 3.5 million tourists, accounting for one in ten visitors to Greece. This figure is staggering, especially for an island with a mere 15,500 residents. In 2023 alone, around 800 cruise ships brought in about 1.3 million passengers. Currently, about one-fifth of the island’s area is occupied by buildings, with numerous accommodations featuring pools and jacuzzis overlooking the caldera being among the most sought-after, albeit expensive, options for tourists.
“We must impose limits if we want to avoid falling into the trap of overtourism,” stated Santorini’s mayor, Nikos Zorzos, in an interview. He stressed that there should be no additional beds added, whether in large hotels or through Airbnb rentals. Signs initiated by local residents have begun to appear, urging visitors to respect the island. One message from the Save Oia organization reads, “RESPECT… This is your vacation, but this is our home.”
New Regulations and Local Opinions
Local authorities have proposed a cap of 8,000 cruise passengers per day, a measure anticipated to be implemented next year. However, not all local agencies support this regulation. Antonis Pagonis, head of the Santorini Hotel Association, argues that the solution lies in better managing visitor flows. “It is not feasible to have 20,000 to 25,000 cruise ship visitors on one day and none the next,” Pagonis stated, noting that traffic congestion primarily affects specific areas like Fira. He pointed out that the southern beaches, with their volcanic sand, remain less crowded, even during peak season in July.
The profile of the average tourist visiting the island has also evolved. “Instagram has influenced how people select destinations,” reflecting the changing dynamics in tourism trends.
