Company Challenges Decision on High-Speed Road Project
One of the 17 companies participating in the tender for the development of an conceptual project for a high-speed road between Montana and Sofia with a tunnel under Petrohan, has appealed the decision for the selection of the contractor in the beginning of the month. The Commission for Protection of Competition has already initiated a complaint procedure from the “Institute of Transport Infrastructure” Ltd.
It is important to note that the public procurement in question was initiated at the end of last year. Its estimated value was over 6.6 million BGN without VAT (6,666,666.67 BGN), and could not be exceeded. Offers were initially submitted by February 15th.
Contract for Road Construction Awarded to Transconsult-22 EOOD
After an extensive evaluation process, the Agency for Public Infrastructure (API) has awarded a contract for road construction to Transconsult-22 EOOD. The deadline for submitting bids was initially set for February 28th, but was later extended to March 5th. On March 7th, API opened the price offers from a total of 17 participants who took part in the bidding process.
The offers ranged from 3 million BGN to 6.6 million BGN, with some proposals being quite close to each other in terms of pricing. Approximately four months later, on July 5th, the selected contractor was announced. Transconsult-22 EOOD was ranked first with a bid of just over 3.5 million BGN, as stated in the decision signed by API’s Chairman of the Board, Eng. Yordan Valchev.
Aside from the competitive pricing, Transconsult-22 EOOD also demonstrated a strong track record in road construction projects, making them a suitable choice for this particular contract. The company is now gearing up to commence work on the project, which is expected to significantly improve the local infrastructure upon completion.
Top Companies Competing for Infrastructure Project
The top two contenders for the infrastructure project are “Geotechnika ABS” Ltd. with a 33.8% share of the contract value and “Institute of Transport Infrastructure” Ltd. with a proposal of just over 3.8 million BGN without VAT. The company that came in second place is the one appealing the decision to the Commission for Protection of Competition. The appeal was filed on July 11, and four days later, a case was opened. There is no request for interim measures. The reasons for the appeal will only become clear once the Commission for Protection of Competition issues a decision.
