New Customs Regulations for International Postal Shipments
Starting from August 1st, international postal shipments with a value between 150.01 and 1,000 euros must be declared, according to the Customs Service. Specifically, for postal shipments with goods exceeding the amount of 150 euros, a simplified customs declaration with the code H6 will be completed electronically and can be submitted in the “ASYCUDA World” Information System through a customs broker or postal operator.
According to the Customs Service, the electronic customs declaration eliminates the physical interaction between the individual and the customs officer, and customs formalities can be carried out through the postal operator, with the recipient paying the import duties through the MPay Electronic Payments Government Service.
“Thus, when the customs declaration is submitted in the “ASYCUDA World” Information System by the recipient’s/sender’s representative, the customs officer can verify and authorize the declaration without the recipient being physically present at the customs office. This simplifies customs procedures and reduces the waiting time to receive the goods,” stated the Customs Service director.
International Postal Shipments
The customs service performs, where applicable, the customs control of international postal shipments (documentary and physical), collects the corresponding import duties, and grants customs clearance. The advantage of the procedure lies in the fact that individuals have the possibility of declaring international postal shipments remotely, without the need to go to the postal operator’s/customs broker’s office, through the authorized customs representative in accordance with legal requirements,” specifies the Customs Service.
Import Duty Exemption
We mention that individuals are exempt from paying import duties for goods introduced into the Republic of Moldova through international postal shipments, if their value does not exceed 150 euros. In this case, the number of postal shipments cannot exceed one shipment in a period of seven days, regardless of the postal operator with which the transport contract was concluded. Consolidation of Shipments
Shipments sent simultaneously by the same sender to the same recipient, under the same transport contract (waybill) or accompanying documents, are considered as a single shipment and will be charged accordingly if the value of the goods exceeds 150 euros.
