An investigation by the Independent Authority for Public Revenue (AADE) and the police has uncovered a large-scale tax evasion scheme involving Chinese businesses in Greece. The operation, codenamed “Paper Dragon,” was launched following anonymous complaints received by AADE earlier this year.
Illegal practices in multiple locations
The complaints pointed to illegal practices in companies based in Komotini, Larissa, and Thessaloniki. Upon further investigation, it was revealed that these businesses were using illegal software provided by a Greek software company with ties to Chinese residents of Slovakia.
These individuals were allegedly providing technical support to the businesses by “hacking” their cash registers, allowing them to evade VAT and income taxes. The scheme involved 287 businesses with multiple branches across Greece, making it a significant loss for the Greek state.
Unprecedented tax evasion
The extent of the tax evasion scheme is yet to be fully assessed, but the losses incurred by the Greek state are expected to be substantial. The AADE auditors have confirmed the existence of the illegal software, shedding light on the sophisticated operation that was set up to defraud the government.
