Commission Meeting for Budget Rebalance
The Finance and Budget Commission continued its session this afternoon to discuss the budget rebalance. On the second day of the general debate, members of parliament discussed the reduction of the budgets for courts and public prosecutors. According to opposition MPs, institutions of the judiciary should have larger budgets, while government MPs argued that this budget is already too high with only two percent trust from citizens.
Sali Murati, a member of the “European Front” party, emphasized that as someone coming from a background in law, he understands the importance of adequate funding for the judiciary in order to ensure a fair and effective legal system.
Expression of concern over budget cuts in the judiciary and prosecutor’s office
Avnata Fela expresses concern and disappointment over the proposed budget cuts in the judiciary and prosecutor’s office, the Public Prosecutor’s Office, and the Ministry of Intercultural Relations. He expresses support for increasing the budgets of the courts and public prosecutors and announced that he has submitted seven amendments for the budget rebalance.
These cuts directly affect the functional and budgetary independence of the judiciary and prosecutor’s office. As someone coming from the judiciary, I must emphasize that such a move is unacceptable.
The Importance of Adequate Funding for the Judiciary and Public Prosecution
A well-functioning judiciary and public prosecution are essential pillars of our democracy and rule of law. These institutions are expected to provide justice for all citizens, uphold the legality, fight against crime and corruption, and ensure the rule of law. However, how can we expect them to successfully carry out these vital functions with reduced budgets?
Murati questions whether, instead of being reduced, the budget of these institutions should be increased in order to fulfill their duties effectively. Adequate funding is crucial to ensure that the judiciary and public prosecution can operate efficiently and uphold the principles of justice and the rule of law.
Improving Efficiency and Quality of Justice with a Reduced Budget
Reducing the budget of the Ombudsman’s Office is a direct blow to a vital aspect of our democracy. The decrease in budget of this institution will inevitably lead to a reduction in the capacity to investigate citizens’ complaints, limiting field work and direct contact with citizens, decreasing the quality of reports and annual analyses, and restricting opportunities for training and professional development. As a citizen, it is important to advocate for sufficient funding for institutions like the Ombudsman, as they play a crucial role in upholding justice and accountability.
Empowering Small Communities through Government Budget Allocation
As a representative of a smaller community, I am concerned about the lack of focus on our needs and issues in the government budget allocation for the Ministry of Community Relations. Every day, we face challenges of being marginalized and not being able to integrate into the system as we should. The Ministry should be a tool and advocate for our rights and freedoms.
With a proper budget allocation for the Ministry, the implementation of important projects in integration and social cohesion will be at risk – said Murati. A representative? We must work together to ensure that our voices are heard and our needs are met.
Bojan Stojanoski criticizes judges and prosecutors for demanding more funding
In his response to Murati’s presentation, Bojan Stojanoski from VMRO-DPMNE stated that it is shameful for judges and prosecutors to come to the Assembly and ask for more funds from the representatives when only two percent of the population trusts them.
He emphasized that 98 percent of the population does not approve of their actions, as they do nothing. Yet, they come to ask for more funds because their comfort has been disturbed. And imagine, when we talk about more funding, both parties demand higher salaries, but not for the expert service that actually works.
The importance of transparency in government budgets
Transparency in government budgets is crucial for maintaining public trust and accountability. When budgets are not properly managed, it can lead to a lack of confidence in the government’s ability to effectively use taxpayer money. Imagine the impact of cutting the budget of a government that already has low approval ratings. It is essential for government entities to operate efficiently and responsibly to regain the trust of the public.
It is clear that the majority of citizens do not approve of the current budget allocations, as they feel that the government is not using the funds effectively. While it is important for governments to be independent, they must also demonstrate their performance and accountability to the public. Transparency in budget management is key to ensuring that taxpayer money is used wisely and for the benefit of society as a whole.
The Importance of Transparency and Accountability in Government
Transparency and accountability are essential components of a functioning government. In order to combat crime effectively, authorities must create solid accusations that will stand up in court, and judges must issue fair judgments. As a citizen of this country who is dissatisfied with their work, I will vote against the proposal to allocate more funds to them, as in a merit-based system you should only receive what you have earned – said Stojanoski.
The general debate on the budget rebalancing lasts for a maximum of three days, while the amendment process, which includes 58 amendments, lasts for six days. Yesterday, on the first day of the debate, Minister Gordana Dimitrieska-Kochoska emphasized the need for transparency and accountability in the government’s actions.
Revised Budget Plan Unveiled
The government has announced a revised budget plan, stating that it was created according to the current state of the Budget. As Dimitrieska-Kochoska mentioned, funds have been allocated for all necessary payments as per the law. Total revenues in the budget revision are projected at 318.2 billion denars, while expenditures are set at 362.8 billion denars. GDP growth is forecasted at 2.1 percent, with inflation at 3.5 percent and a budget deficit of 4.9 percent.
Commission President Interrupts Meeting
The President of the Commission for Financing and Budget, Sanja Lukarevska, interrupted the session and informed that it will continue tomorrow morning.
